Abstract
Dengue Hemorrhagic Fever (DHF) remains a significant public health issue in Indonesia, including in Surabaya City. Sawahan District recorded the highest number of DHF cases in Surabaya in 2025, despite the routine implementation of the Mosquito Breeding Site Eradication Program (Pemberantasan Sarang Nyamuk/PSN). This study aims to describe and analyze the implementation of the PSN Program as an effort to prevent DHF in Sawahan District, Surabaya City. This research employed a descriptive qualitative method with a case study approach. Research informants were selected using purposive sampling and included representatives from the Surabaya City Health Office, Sawahan District Office, Putat Jaya Village Office, Putat Jaya Community Health Center, and Kader Surabaya Hebat (KSH). Data were collected through interviews, observations, and documentation, and analyzed using the Miles and Huberman model, which consists of data condensation, data display, and conclusion drawing. The findings indicate that the implementation of the PSN Program in Sawahan District has been carried out relatively well based on George C. Edward III’s policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. Communication among implementers and the community has been conducted regularly and consistently through various media. Human resources, information, authority, and supporting facilities were considered adequate. The implementers demonstrated strong commitment in carrying out the program. In addition, the bureaucratic structure was supported by clear Standard Operating Procedures (SOPs) and well-coordinated task distribution. However, community participation in PSN activities remains suboptimal, affecting the effectiveness of DHF prevention efforts. Therefore, greater community involvement is needed to achieve the program objectives more effectively.
