Abstract

The management of Public Rental Housing (RUSUNAWA) is one of the government’s efforts to provide decent and affordable housing for MBR. However, various problems still arise in its implementation, such as non-compliance with low income criteria, violations of house rules by residents, and rent arrears. This study aims to analyze the implementation of the Rusunawa management policy administered by the East Java Provincial Public Housing Agency. This study employs a descriptive qualitative method, with data collected through interviews, observations, and documentation. The theoretical framework used is Nugroho’s theory of policy implementation effectiveness, which comprises five indicators: content appropriateness, implementation appropriateness, target appropriateness, environmental appropriateness, and process appropriateness. The results indicate that implementation appropriateness and environmental appropriateness have been carried out effectively, whereas content appropriateness, target appropriateness, and process appropriateness have not yet been optimally implemented. Factors affecting policy implementation include the mismatch between MBR criteria and on-the-ground conditions, low compliance by some residents with the rules and regulations, and the target group’s insufficient readiness to fulfill their obligations.
