Abstract
The increase in East Java's Reading Literacy Index (TGM), which ranks third nationally, stands in stark contrast to the declining number of physical visits to public libraries in Surabaya. This phenomenon is driven by existing literacy infrastructure that remains conventional, unadaptive to digital lifestyles, and dominated by enclosed spaces that are prone to triggering mental fatigue. This design/research aims to present the Surabaya Public Library as an integrative, city-scale Central Library that provides educational facilities, cross-generational social spaces, and smart services. The library implements the theme "Sanctuary Literacy with Nature" based on Biophilic Architecture. This approach was selected as a scientific spatial solution to restore attention, reduce stress, and improve user concentration through an intimate connection with nature amidst the hustle and bustle of the city center. The final design integrates smart services with hybrid (semi-open) reading spaces, creating a healthy reading environment through the comprehensive application of biophilic elements. The strengths of this design are realized in enhanced spatial comfort, a sense of user security, and the maximum optimization of reading concentration to overcome mental fatigue caused by the chaotic urban center.
