Abstract

High variability of extreme rainfall in the upper Bengawan Solo Watershed has the potential to increase flood inflow to the Karangnongko Dam and affect the reliability of the design flood discharge used in dam planning. Accurate representation of watershed hydrologic response is therefore essential, particularly in capturing the temporal characteristics of flood events. This study aims to analyze the hydrologic response of the upper Bengawan Solo Watershed using rainfall–runoff modeling with the Hydrologic Engineering Center–Hydrologic Modeling System (HEC-HMS). Daily rainfall data from several surrounding rain gauge stations were analyzed to determine design rainfall for return periods of 2, 5, 10, 25, 50, and 100 years using frequency distribution analysis. The design rainfall was subsequently transformed into hourly rainfall and applied as input to the HEC-HMS model. Runoff estimation was performed using the Soil Conservation Service Curve Number (SCS-CN) method, combined with a unit hydrograph approach to simulate direct runoff. The model outputs include flood hydrograph characteristics such as peak discharge, time to peak, and flood volume, which were then compared with the design flood discharge of the Karangnongko Dam. The results indicate that increasing rainfall return periods lead to higher peak discharges and significant changes in flood hydrograph shape. The simulated flood discharges obtained from the HEC-HMS model show discrepancies when compared to the existing design flood discharge, indicating the need for reassessment of the design flood under current watershed conditions. This study provides a quantitative basis for evaluating the reliability of the design flood discharge to support dam safety and flood risk management.
