Abstract
This study analyzes flood risk management as a flood mitigation effort in Jatiasih, Bekasi City. Jatiasih is one of the areas with a high level of flood vulnerability due to its location at the confluence of the Cileungsi and Cikeas Rivers, a situation exacerbated by land-use conversion and low levels of green open space. This study employs a qualitative method with a descriptive approach through interviews, observations, and documentation involving the Bekasi City Disaster Management Agency (BPBD), the Public Works and Water Resources Department, communities, and affected residents. The research analysis utilizes Schanze’s Flood Risk Management theory, which encompasses risk analysis, risk assessment, and risk reduction. The results indicate that risk analysis has been conducted through the development of risk maps and the implementation of an Early Warning System (EWS); however, infrastructure capacity remains insufficient to keep pace with residential development. Risk assessment is carried out through the designation of disaster status based on contingency plans, although community preparedness remains uneven. Risk reduction has been implemented collaboratively during the pre-flood, flood event, and post-flood phases, including the use of an EWS capable of providing an evacuation time estimate of 4–6 hours. Overall, the implementation of flood risk management in Jatiasih has been quite effective, but it is not yet optimal due to constraints such as floodwater runoff from upstream areas, limited local government authority, and the uneven distribution of community preparedness programs.
