Abstract
Education must be accessible to all citizens, including persons with disabilities. The government's efforts to improve and fulfill the right to education for persons with disabilities include implementing inclusive education. This study aims to evaluate the implementation of the inclusive education program at Muhammadiyah 10 High School in Surabaya as an effort to realize equal education for persons with disabilities. The research method used is descriptive qualitative with the CIPP (Context, Input, Process, Product) evaluation model approach. The results of the study indicate that in terms of context evaluation, the inclusive education program has been in accordance with the needs of persons with disabilities who have the right to receive equal, quality, and non-discriminatory education. However, its implementation has not been optimal due to several obstacles. In the input evaluation, the main challenges include the limited number of special assistant teachers and inadequate facilities and infrastructure. Meanwhile, the process evaluation is hampered by frequent temporary vacancies of special educators. In terms of results or products, the program is able to demonstrate a positive impact for students with disabilities both in academic aspects and life skills for life after high school.
