Abstract

The increasing volume of waste in Magetan Regency is a serious concern, given the limited capacity of the Milangasri Landfill, which is nearing overload. This situation calls for a more effective waste management policy that applies the 3R principles (reduce, reuse, recycle) starting at the source. This study aims to examine the implementation of 3R-based waste management policies at the Uwuh Wiguna 3R Waste Collection Point in Tawanganom Village, Magetan District. The study employs a descriptive qualitative approach. Data were collected through field observations, in-depth interviews with relevant informants, and a review of documents. Data analysis was conducted interactively according to the Miles and Huberman model, using the policy analysis framework developed by Van Meter and Van Horn. The study’s results indicate that, overall, the implementation of the 3R policy at the Uwuh Wiguna 3R Waste Transfer Station is proceeding quite well. The policy and its objectives have been clearly defined through relevant regulations; human resources and supporting facilities are adequate; and coordination among institutions (the Environmental Agency, the village government, the Community-Based Waste Management Group (KSM), and the community) is effective. Community participation is relatively high, resulting in a reduction in the volume of waste sent to the landfill, and this 3R management provides economic benefits to residents through waste utilization. However, the study identified several obstacles, including suboptimal household waste sorting, limited capacity of the waste transfer station facilities, and the need to further raise awareness among some residents. These findings are important as input for evaluating waste management policies by local governments. Research recommendations include strengthening support for infrastructure and operational budgets, improving education and outreach on waste sorting, and promoting community participation in the 3R program. Thus, community-based waste management in Magetan Regency can operate more effectively and sustainably.
