Abstract

The complexity of child protection issues in urban marginalized communities is shaped not only by families’ socioeconomic conditions but also by limited institutional support and the high levels of social vulnerability experienced by children. These challenges underscore the need for cross-sectoral collaboration among multiple stakeholders to ensure effective child protection. Although the Pentahelix model has been widely applied in the fields of tourism, the creative economy, and the development of micro, small, and medium enterprises (MSMEs), its application within the context of child protection in marginalized communities remains relatively underexplored. This study aims to examine the roles of Pentahelix actors and the dynamics of their collaboration in advancing child protection initiatives in the Rangkah Public Cemetery (TPU Rangkah) area, Surabaya City. A qualitative approach with a descriptive research design was employed. Data were collected through semi-structured interviews, passive participant observation, and document analysis involving purposively selected informants representing government, community organizations, academia, the private sector, and the media. The data were analyzed using the interactive model developed by Miles et al. (2014) and subsequently interpreted through the collaborative governance framework proposed by Ansell and Gash (2008). The findings reveal that all Pentahelix actors have contributed according to their respective capacities; however, the extent of stakeholder engagement remains uneven. WEPOSE Indonesia serves as the primary driving force by initiating programs and fostering cross-sector partnerships, while the government, represented by the Department of Women's Empowerment, Child Protection, and Population Control (DP3APPKB), primarily performs administrative and service facilitation functions. These findings indicate that the sustainability of collaboration continues to rely predominantly on community-driven initiatives and has yet to be supported by an integrated institutional mechanism. Accordingly, strengthening inter-organizational coordination, establishing a more balanced distribution of roles and responsibilities, and reinforcing collective commitment are essential to ensuring the long-term sustainability of collaborative child protection efforts.
