Abstract

This study analyzes the effect of regional spending on education, health, and GRDP per capita on the Human Development Index (HDI) in Sampang Regency for 2010Q1– 2024Q4, incorporating the Open Unemployment Rate (TPT) as a control variable and a Covid-19 dummy. Quarterly time series data (n=60) were analyzed using multiple linear regression with HAC Newey-West correction. The simultaneous test shows all variables significantly affect HDI (Wald F=151.838; Prob. 0.0000), with an Adjusted R² of 96.60%. Partially, GRDP per capita has a positive and highly significant effect (t=15.459; Prob. 0.0000), TPT has a negative significant effect (t=-2.386; Prob.0.0205), and the Covid-19 dummy has a positive significant effect (t=4.108; Prob.0.0001), while education spending (t=1.846; Prob. 0.0703) and health spending (t=-1.720; Prob. 0.0910) are only marginally significant at the 10% level. In conclusion, GRDP per capita is the most dominant determinant of HDI, while the effectiveness of fiscal spending is still constrained by governance and infrastructure issues. The local government is advised to improve capital expenditure quality and promote inclusive economic growth.
