Abstract
Community participation is a key factor in the success of tourism village development because the community serves as the primary actor in tourism activities. This study aims to analyze the forms and levels of community participation and to describe the dynamics of community involvement in the development of Claket Tourism Village, Pacet Subdistrict, Mojokerto Regency. The study employed a descriptive qualitative method with a phenomenological approach. Data were collected through interviews, observations, documentation, and Focus Group Discussions (FGDs), then analyzed using data reduction, data presentation, and the drawing of conclusions and verification. The results indicate that community participation manifests in the form of contributions of ideas, labor, skills, and economic support. Community involvement is highest during the implementation phase, while it remains relatively low during the planning and evaluation phases. The community has played an active role in managing homestays, educational tourism, livestock farming, and UMKM, but does not yet have a strong influence on strategic decision-making. Based on Tosun’s Participation Typology, community participation in Claket Tourism Village remains in the “induced participation” category, meaning the community has been involved and benefits from tourism activities but does not yet have full control over their management. This study concludes that community participation in Claket Tourism Village is still in a transitional phase toward more autonomous participation. Therefore, institutional strengthening, capacity building for the community, and the expansion of participation opportunities in planning and evaluation are necessary to achieve sustainable and community-based tourism village development.
