Abstract
The implementation of e-Government has become an obligation for all government agencies in order to improve public services in accordance with Law of the Republic of Indonesia no. 25 of 2009 concerning Public Services. Diskominfo Jawa Timur which tried applying the One Data to Big Data system as well as a strategic electronic system operator, made the data as an important asset for the instantion. To aim the goal, it is necessary to conduct an evaluation in the form of measurements of the ISMS to find out how far the level of readiness of the East Java Diskominfo to maintain and ensure information security that has been carried out is optimal and can achieve its goals. COBIT 5 was chosen because it has advantages in control and auditing aspects as well as having guidelines COBIT 5 for Information Security. The purpose of this study is to determine the results of measuring the capability level that can be used as a reference for the level of readiness of information security management and to obtain recommendations for improvements that may be made by the Diskominfo Jatim to improve performance and management of information security. This research follows the COBIT 5 Assessment Process Activities (APA) with the measured processes being APO13 Manage Security and DSS05 Manage Security Service. The measurement results show that the APO13 and DSS05 processes are currently at level 1 (Performed Process) with a gap of 3 (three) levels from the expected capability level, namely level 4. Proposed recommendations for improvement are arranged in two categories, namely recommendations based on findings from base practices and work products for level 1 and recommendations based on gap analysis for the fulfillment level 2 to 4 in stages.
