Abstract

Indonesia is the world's leading producer and exporter of crude palm oil, also known as CPO. The Indonesian government is innovating to develop biofuel, specifically biodiesel, by blending diesel with CPO through a mandatory biodiesel policy. Using CPO as a raw material for biodiesel will certainly increase demand for CPO in the domestic market, raising concerns about stabilizing CPO allocation between exports and domestic needs. This study aims to determine the growth rate, competitiveness, and export risks of Indonesian CPO during the implementation of the mandatory biodiesel policy. Standard growth calculations were used to reveal comparative advantage (RCA), trade specialization index (TSI), and coefficient of variation (CV). The results show that, from 2008 to 2023, Indonesian CPO exports experienced an 82.8% increase in export volume growth, demonstrating high competitiveness in the international market and a low level of risk during the implementation of the mandatory biodiesel policy. To increase the growth rate, strengthen competitiveness, and maintain the low-risk level of Indonesian CPO exports, efforts should be made to maintain the sustainability of a high-quality palm oil ecosystem, preserve the natural and social environments of affected communities, and ensure compliance with policies and regulations.
