Abstract
Sidoarjo Regency, located in a delta region and flanked by two major rivers, is vulnerable to environmental issues, particularly flooding. The Sidoarjo Regency Government is undertaking river revitalization efforts through the Sidoarjo River Function Revitalization Program (SIDORESIK) as a form of community-based environmental management. This program aims to maintain river cleanliness, restore the ecological functions of rivers, and raise public awareness regarding environmental conservation. This study aims to evaluate the impact of the SIDORESIK Program in Kedungcangkring Village, Jabon District, Sidoarjo Regency, using the impact evaluation theory by Finsterbusch and Motz, which encompasses individual impacts, organizational impacts, community impacts, and institutional impacts. The research was conducted using a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. Research informants included the Sidoarjo Regency Public Works, Roads, and Water Resources Agency; the Kedungcangkring Village Government; the PKK group; and the village community. The research findings indicate that the Sidoresik Program has had a positive impact on the river environment, making it cleaner, better organized, and more aesthetically pleasing. This program also increased community participation, strengthened mutual cooperation, encouraged behavioral changes in the community regarding environmental cleanliness, and improved coordination among organizations at the village level. Additionally, the program created new economic opportunities through the development of river areas as public spaces and venues for community business activities. Thus, the Sidoresik Program is considered capable of having a significant impact on the community and institutions in supporting the sustainable revitalization of river functions.
