Abstract
PT Semen Indonesia (Persero) Tbk operates an employee development program through international study scholarships that requires rigorous administrative supervision. However, the current manual data management processes lead to significant obstacles in financial data synchronization, document verification, and real-time monitoring of participants' academic progress. This research aims to design and develop a web-based Internal Study Overseas Information System, named SOVIA (Study Overseas Internal Assistant). The system was developed using the Waterfall methodology, encompassing requirements analysis, system design, implementation (coding), and testing phases. The development utilized the Laravel framework with PHP programming language and MySQL as the database management system. The core functionalities include educational master data management, study plan formulation, automated budget gap analysis within the financial plan module, and longitudinal study progress reporting from the arrival stage through to graduation. Functional testing results using the Black-box Testing method indicate that the system operates stably without technical constraints. Furthermore, User Acceptance Testing (UAT) results confirm that the system effectively meets operational requirements and facilitates seamless coordination between Admins, Participants, and Unit Leaders. This research concludes that the SOVIA system has successfully digitized the internal scholarship management workflow comprehensively, thereby enhancing administrative time efficiency and ensuring the accuracy of monitoring corporate talent abroad.
