Abstract
Steel truss bridge construction projects have a high level of complexity, making them prone to deviations from planned cost and schedule. Schedule delays (schedule slip) not only affect project duration but also have the potential to influence the final project cost and the utilization of management reserve. This study aims to evaluate the schedule and cost performance of a completed steel truss bridge project using the Earned Value Analysis (EVA) method, as well as to analyze the relationship between schedule slip and the adequacy of management reserve. The research is conducted as a retrospective evaluation using secondary data, including the planned S-curve, weekly cumulative progress reports, and the project contract value (Budget at Completion / BAC), with a planned duration of 35 weeks and an actual duration of 36 weeks. The EVA parameters analyzed include Budgeted Cost of Work Scheduled (BCWS), Budgeted Cost of Work Performed (BCWP), and Actual Cost of Work Performed (ACWP), which are used to calculate schedule and cost performance indicators, namely Schedule Variance (SV), Schedule Performance Index (SPI), Cost Variance (CV), and Cost Performance Index (CPI). The final project cost is evaluated using Estimate at Completion (EAC) and Variance at Completion (VAC), where ACWP is calculated based on the Rencana Anggaran Pelaksanaan (RAP) approach at 90% of the BAC, while management reserve is set at 10% of BAC. The results show that the project experienced schedule slip during most of the execution period, indicated by SPI < 1 and SV < 0, which is associated with an increase in EAC and a decrease in VAC approaching or exerting pressure on the management reserve limit. When schedule performance improves, VAC remains above the reserve threshold, indicating that the management reserve is in a safe condition. At the end of the project, despite a one-week delay, VAC remains within the management reserve limit, indicating that the reserve is still sufficient. This study demonstrates that schedule slip affects changes in the estimated final project cost, which in turn influences the utilization of management reserve.
