Abstract
The murder case committed by a minor in Lamongan City in 2025 has become a serious issue in the enforcement of juvenile criminal law in Indonesia. This is because children are individuals with the potential to grow and sustain the future of the nation. This research aims to analyze the implementation of law enforcement and the judge's considerations in imposing criminal sanctions against a child perpetrator of murder in Court Decision Number: 1/Pid.Sus-Anak/2025/PN Lmg. Based on this context, the study addresses two problem formulations: first, how law enforcement was applied to the child perpetrator in Decision Number 1/Pid.Sus-Anak/2025/PN Lmg, and second, the nature of the judge's considerations in imposing a prison sentence on the child in the same decision. The research method used is normative legal research with a statutory approach and a case study approach. Data were obtained through interviews with the Public Prosecutor at the Lamongan District Attorney's Office, supported by literature studies and court decision analysis. The findings conclude that in Court Decision Number: 1/Pid.Sus-Anak/2025/PN Lmg, there is an inconsistency between judicial reality and the applicable legal provisions in the implementation of law enforcement. This discrepancy lies in the criminal sanction imposed by the judge. In this case, the judge sentenced the child to 11 years of imprisonment. However, based on the cumulative indictment and Article 79 Paragraph (2) of Law Number 11 of 2012, a child may only be sentenced to a maximum of 10 years of imprisonment. Consequently, the judge in this decision can be said to have violated Article 79 Paragraph (2) of Law Number 11 of 2012. Furthermore, the judge's considerations are deemed insufficient, as the decision failed to provide reasoning for overriding Article 79 Paragraph (2) of Law Number 11 of 2012 concerning the Juvenile Criminal Justice System.
