Abstract
The Indonesian government, through the Ministry of Environment and Forestry, has established the Climate Village Program (ProKlim) as a climate change mitigation and adaptation effort implemented at the grassroots level. This program aims to increase community participation in reducing greenhouse gas emissions and increasing resilience to the impacts of climate change. Surabaya City, as an urban area with high population activity, is one of the implementing areas for the Climate Village Program. Medokan Ayu Village is one of the areas implementing the Climate Village Program by involving several RWs (neighborhood associations) as implementers of activities at the community level. This study aims to determine and analyze the level of community participation in the Climate Village Program in Medokan Ayu Village, Surabaya City. The research method used is descriptive with a qualitative approach. The analysis was carried out using the theory of five forms of participation according to Hamijoyo and Iskandar, namely participation of ideas, participation of labor, participation of property, participation of skills and expertise, and social participation. The results of the study indicate that the level of community participation in RW 5 is classified as high in all forms of participation. Meanwhile, in RW 12, participation in assets, skills, and expertise was high, while participation in ideas, labor, and social skills remained low. This difference in participation levels impacted the Climate Village Program's achievements, with RW 5 achieving the ProKLim Utama category and RW 12 achieving the category ProKLim Madya.
