Abstract
BULOG is a state-owned public company engaged in food logistics that has the main task of controlling prices and managing rice supplies, in order to maintain the stability of food prices. This study aims to identify the mechanism of rice procurement, identify the mechanism of rice storage, identify the constraints of rice procurement, and analyze the factors that influence the realization of rice procurement. The study was conducted at the Bureau of Logistics Bureau of East Java Regional Office. Primary data collection methods by interviewing key informants and secondary data from literature studies, and recording related data. The analysis used to identify the mechanism of rice procurement, identify the mechanism of rice storage, identify the constraints of rice procurement, namely descriptive analysis. analyze the factors that influence the realization of rice procurement using multiple linear regression analysis. The results showed that the flow mechanism of rice procurement was initiated from the activity of setting targets by the head office of BULOG Public Corporation and then given to regional offices or branches. BULOG Public Rice procurement channel through suppliers and work units, then the rice is put into the warehouse. The mechanism of storing rice storage must be arranged in such a way according to the type, nature and characteristics starting from the height, length and width of the pile then the method of stacking, and maintaining rice. Constraints in BULOG Public Rice Procurement consist of high selling prices that exceed the government purchase price and crop failures caused by plant pests and natural disasters. Analyzing the factors that affect the realization of rice procurement where, there are 4 factors that influence the realization of procurement, namely the selling price of rice at the farm level, the amount of rice production, rice consumption and rice stock together influential. However, in the partial test there are two variables that partially have a positive and significant effect on the realization of rice procurement, namely the variable amount of rice production and rice stock.
