Abstract

Student brawls are mass fights that frequently occur and pose a serious problem, especially in the Surabaya region. These brawls not only harm the involved students but also schools, parents, and the surrounding community, both physically and non-physically. This research focuses on discussing the enforcement of law against perpetrators of student brawls. Law enforcement against brawl perpetrators in the Surabaya Police Headquarters area faces various obstacles, such as limited supervision and the spontaneous yet organized patterns of student movement, as well as the use of social media to coordinate clashes. This research was conducted using an empirical research method, whereby data was obtained through direct interviews. Police apparatus play a crucial role as law enforcers and social control in handling brawls to prevent significant losses. This research employs an empirical juridical method with a descriptive-qualitative approach to examine law enforcement and the challenges faced in handling perpetrators of student brawls in Surabaya, as well as the efforts made to address these issues in accordance with criminal law provisions and the juvenile criminal justice system.
