Abstract

The success of flood disaster mitigation in Surabaya relies heavily on the guaranteed delivery of accurate data from affected locations. However, existing cellular-based Internet of Things (IoT) infrastructure poses high operational costs for massive deployment and is highly vulnerable to failure. During disasters, physical infrastructure is at risk of damage, while networks are often paralyzed by traffic spikes or congestion that hinders transmission. Therefore, an independent, cost-effective, and resilient communication alternative is required. This study designs an off-grid communication prototype integrating Long Range (LoRa) and Delay Tolerant Network (DTN) using the PPDIOO method. Built on ESP32 microcontrollers and the dtn7zero protocol, the system was evaluated in two scenarios: long-range mobile relay (4.75 km) and short-range fixed relay (430 m). Results indicate that in mobile scenarios, the SF7 CR4/7 configuration proved optimal, achieving 100% Packet Delivery Ratio (PDR) with 27-minute latency to overcome contact window limitations. Meanwhile, in the fixed relay scenario with extended range (SF11), the DTN Store-Carry-Forward mechanism successfully maintained data integrity (100% PDR) despite queue saturation causing latency to reach 17 minutes. The system proves effective in bridging critical data communication in isolated areas.
