Abstract

Global climate change, exacerbated by carbon emissions from fossil fuels and deforestation in the Amazon rainforest in Brazil, demands an urgent transition to renewable energy. In this regard, Brazil, as a member of the Global South, has taken steps to engage in bilateral cooperation with China in addressing the issue of climate change by launching innovations in the form of renewable energy that serve as alternative energy sources for the Brazilian people, one of which is solar energy in the construction of the Lagoinha Solar Power Plant. This study analyzes the implementation of South-South Cooperation (SSC) through the collaboration between Brazil and China in the construction of the Lagoinha Solar Power Plant (2023-2025). The main objective of this study is to evaluate the success rate of SSC in this project using five key indicators: Inclusive National Ownership, Horizontality, Self-Reliance & Sustainability, Accountability & Transparency, and Development Efficiency. Using qualitative descriptive methodology and literature study, this study finds that the Lagoinha Solar Power Plant is a highly successful SSC model. The project demonstrates strong integration with Brazil's national energy policy, equitable partnerships, financial self-reliance through commercial investment (rather than government debt), high transparency supported by Brazilian regulations, and efficiency in resource utilization. This success highlights the important role of SSC.
