Abstract
PENGARUH JUMLAH OBJEK WISATA,JUMLAH WISATAWAN, JUMLAH HOTEL DAN JUMLAH RUMAH MAKAN TERHADAP PENDAPATAN ASLI DAERAH (PAD) PROVINSI JAWA TIMUR Faros Hafidz Muhammad Trizhardi Program Studi Ekonomi Pembangunan Fakultas Ekonomi & bisnis Universitas Pembangunan Nasional ‘VETERAN’ Jawa Timur Email : 21011010203@student.upnjatim.ac.id ABSTRAK Penelitian ini bertujuan untuk menganalisis pengaruh sektor pariwisata terhadap Pendapatan Asli Daerah (PAD) Provinsi Jawa Timur selama periode 2017–2024 dengan menggunakan variabel objek wisata, wisatawan, hotel, dan rumah makan. Latar belakang penelitian ini berangkat dari ketimpangan antara besarnya potensi pariwisata Jawa Timur—yang secara konsisten mencatat jumlah wisatawan domestik tertinggi di Indonesia—dengan kontribusinya yang masih relatif kecil terhadap PAD dibandingkan sektor lain seperti pajak kendaraan bermotor. Dengan menggunakan data panel enam kabupaten/kota dan analisis regresi linier, penelitian ini menggambarkan bagaimana indikator-indikator pariwisata bekerja dalam memengaruhi kapasitas fiskal daerah. Hasil penelitian menunjukkan bahwa objek wisata, hotel, dan rumah makan berpengaruh positif signifikan terhadap PAD, sedangkan jumlah wisatawan tidak memberikan pengaruh signifikan. Temuan ini mengindikasikan bahwa aktivitas wisatawan belum sepenuhnya tercatat dalam sistem pajak dan masih banyak terjadi pada sektor informal. Secara simultan, seluruh variabel pariwisata terbukti mempengaruhi PAD, sehingga mendukung teori Tourism-Led Growth serta konsep multiplier effect. Penelitian ini menyimpulkan bahwa peningkatan kualitas dan pengelolaan objek wisata, akomodasi, serta sektor kuliner lebih menentukan kontribusi fiskal daripada sekadar peningkatan jumlah kunjungan wisatawan. Temuan ini dapat menjadi dasar strategi pemerintah daerah dalam memperkuat kontribusi sektor pariwisata terhadap PAD. Kata kunci : Pendapatan Asli Daerah; Pariwisata; Objek Wisata; Wisatawan; Hotel; Rumah Makan; Data Panel; Jawa Timur “THE INFLUENCE OF THE NUMBER OF TOURIST ATTRACTIONS, TOURIST ARRIVALS, HOTELS, AND RESTAURANTS ON REGIONAL OWN-SOURCE REVENUE (PAD) IN EAST JAVA PROVINCE.” Faros Hafidz Muhammad Trizhardi Study Program of Development Economics Faculty of Economics and Business Universitas Pembangunan Nasional “Veteran” East Java Email : 21011010203@student.upnjatim.ac.id ABSTRACT This study aims to analyze the influence of the tourism sector on Regional Own-Source Revenue (PAD) in East Java Province during the 2017–2024 period by using four variables: tourist attractions, tourist arrivals, hotels, and restaurants. The background of this study arises from the discrepancy between East Java’s substantial tourism potential—consistently recording the highest number of domestic tourists in Indonesia—and its relatively small contribution to PAD compared to other sectors such as motor vehicle taxes. Using panel data from six districts/municipalities and linear regression analysis, this research illustrates how tourism indicators contribute to shaping the region’s fiscal capacity. The results show that tourist attractions, hotels, and restaurants have a significant positive effect on PAD, while the number of tourist arrivals does not have a significant effect. These findings indicate that tourist activities are not fully captured in the tax system and largely occur within the informal sector. Simultaneously, all tourism variables are proven to influence PAD, supporting the Tourism-Led Growth theory and the concept of the multiplier effect. This study concludes that improving the quality and management of tourist attractions, accommodation, and the culinary sector plays a more decisive role in fiscal contribution than merely increasing the number of tourist arrivals. These findings may serve as a basis for local government strategies to strengthen the tourism sector’s contribution to PAD.
