Abstract

The Fire and Rescue Department (DPKP) of Surabaya City holds significant responsibility in managing the high population density and potential risks of emergency incidents. To improve response time in handling fires and to minimize casualties and material losses, DPKP established the Roti 7 Lapis service (Free Firefighting Service) in 2022, which has since been used as a model by other cities. This study aims to examine and describe the public value of the Roti 7 Lapis service using a qualitative descriptive approach, collecting data through interviews, observations, and documentation studies. The analysis of public value is based on Mark Moore’s (1995) strategic triangle theory, which covers three aspects: legitimacy and support, operational capabilities, and substantive value. The findings indicate that the Roti 7 Lapis service provides significant benefits to the community, particularly in terms of operational capabilities and substantive value, reflecting the effectiveness of the service in delivering rapid and impactful responses. However, the aspect of legitimacy and support still requires improvement to optimize and sustain the public value created, highlighting the importance of strengthening community engagement and institutional legitimacy in public service delivery.
