Abstract
The economic development gap between the northern, central, and southern regions of Lamongan Regency still shows significant disparities, particularly in terms of infrastructure access, economic activity distribution, and investment attractiveness. This study aims to analyse the efforts of the Lamongan Regency Government in reducing the economic development gap in the southern Lamongan region. This study uses a qualitative approach with data collection techniques through interviews, observation, and documentation. The research analysis is based on Afifuddin's development administration theory, which includes five criteria, namely the provision of facilities, local government creativity, local political stability, business continuity guarantees, and communication with non governmental organisations (NGOs). The results show that the Lamongan Regency Government has made various strategic efforts through the harmonisation of development planning documents, infrastructure improvement, investment promotion, and the provision of administrative facilities for investors. In addition, local political stability is maintained through coordination between the executive and legislative branches, as well as efforts to maintain business continuity through investor forums and activities. However, communication between the local government and NGOs has not been optimal and has not been integrated into the policy formulation process. This study recommends strengthening collaboration with NGOs, improving the quality of basic infrastructure, and optimising the utilisation of local potential to accelerate equitable development in the South Lamongan region.
