Abstract

The growth of the elderly population in Indonesia requires policies and programs that are able to sustainably improve the quality of life of older adults. One of the efforts carried out by the government through the National Population and Family Planning Board (BKKBN) is the Sekolah Lansia Tangguh (Selantang) Program, which serves as a form of non-formal education based on elderly empowerment. This study aims to analyze the implementation of the Selantang Program in Nganjuk District, Nganjuk Regency, using George C. Edward III’s policy implementation model, which consists of four variables: communication, resources, disposition, and bureaucratic structure. This research employs a qualitative approach with a descriptive research design. Data were collected through interviews, observations, and documentation involving informants from the Office of Population Control and Family Planning of Nganjuk Regency, family planning counselors, Selantang cadres, and elderly participants. Data analysis was conducted using the interactive model developed by Miles and Huberman. The results indicate that the implementation of the Selantang Program in Nganjuk District has been carried out fairly well, particularly in terms of communication and implementers’ disposition, as reflected in clear socialization processes and strong commitment from cadres and family planning counselors. This condition has contributed to the success of several Selantang classes in achieving Level 3, despite the limited number of classes. However, the implementation has not yet been fully optimal due to limitations in resources, especially the shortage of trained cadres, limited budget support, and inadequate supporting facilities. In addition, a bureaucratic structure that has not been fully integrated remains an obstacle to the program’s expansion across all districts. Based on these findings, it can be concluded that the successful implementation of the Selantang Program in Nganjuk District is influenced by the synergy between effective communication and strong implementers’ disposition, although strengthening resources and bureaucratic structures is still required to ensure equitable and sustainable program implementation throughout Nganjuk Regency.
