Abstract
This study aims to analyse the Department of Population and Civil Registration of Kediri Regency's e-readiness in implementing SAHAJA ONLINE. The research method used is a mixed-methods approach with an explanatory sequential design. The research sample consists of 30 employees directly involved in SAHAJA ONLINE services, namely the population registration service division, the civil registration service division, the population administration information management and data utilisation division, and the secretariat division. The informants in this study were the head of the program, the finance sub-division and two employees who were most knowledgeable about SAHAJA ONLINE. The data collection methods used were surveys, interviews, and literature studies. The data analysis techniques used were descriptive statistics and interactive data analysis models. This study used the CID Harvard e-government readiness ranking, which consists of four categories: not ready, moderately ready, ready, and very ready. The results of the study show that the Department of Population and Civil Registration of Kediri Regency is ready to implement SAHAJA ONLINE, as evidenced by Nugroho's e-government readiness assessment using the STOPE+Budget framework with six assessment domains: strategy, technology, organization, people, environment, and budget. The results show that the Department of Population and Civil Registration of Kediri Regency achieves an overall e-readiness score of 3.29 (82.29%), categorised as ready across all domains, supported by adequate infrastructure, competent human resources, organisational support, and sufficient budget allocation. However, several gaps remain, including the absence of a formal ICT roadmap, limited accessibility to Android-only devices, and irregular system updates
