Abstract
This study aims to describe the implementation of the Tuban Bangga (Tuban Mbangun Keluarga) Program in reducing the rate of early marriage in Tuban Regency. The background of this study is based on the high rate of child marriage in Tuban Regency, which has various social and economic impacts. To understand the implementation of the program, this study uses the public policy implementation theory of Van Meter and Van Horn, which includes six variables, namely policy standards and objectives, resources, inter-organizational communication, characteristics of the implementing agency, implementer disposition, and social, economic, and political conditions. The research method used was descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results showed that the implementation of the Tuban Bangga Program had been quite successful despite facing limitations in resources and technical regulations. This program was still implemented through School Age Youth Guidance (BRUS) activities that provided education on the prevention of early marriage. Inter-agency communication runs smoothly through regular monitoring and evaluation forums, while the attitude of the implementers shows a high level of commitment and responsibility. Political support from the Regent of Tuban is a dominant factor in ensuring the sustainability of the program, although social and economic support still needs to be strengthened. Overall, the implementation of the Tuban Bangga Program is considered successful. Keywords: Policy implementation, Tuban Bangga Program, Early Marriage
