Abstract

Community-Based Tourism (CBT) is a strategic approach for the sustainable and inclusive development of tourism villages. This study aims to examine the implementation of CBT in the development of Ketapanrame Tourism Village, Mojokerto Regency, which has received various awards but still faces several operational and participatory challenges. This research uses a qualitative approach with a case study method. Data were collected through observation, in-depth interviews, and documentation, with informants selected using purposive and snowball sampling techniques. Data analysis was conducted using the Miles and Huberman model through data reduction, data display, and conclusion drawing. The results indicate that the management of community-based tourism has been effective by applying the five main principles of CBT: economic, social, environmental, cultural, and political. Economically, transparent fund management, fair profit-sharing, and the creation of jobs and business opportunities have successfully increased community income and independence. Socially, there has been an improvement in quality of life, gender equality, and intergenerational synergy supporting the transfer of values and knowledge, including better access to education and health. Environmentally, the community actively preserves nature through the management of carrying capacity and waste management systems based on the 3R principles, demonstrating collective awareness of long-term conservation.
