Abstract

The implementation of the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA-CEPA) within the framework of a Free Trade Agreement (FTA) during the 2020–2024 period is assessed by examining the application of trade liberalization commitments, execution mechanisms, and the challenges faced by Indonesia as a developing country. Using a qualitative method with an explanatory approach, this study draws on data from agreement documents, official government reports, publications from international institutions, and academic studies to analyze tariff elimination, compliance with rules of origin, reduction of non-tariff barriers, and the openness of market access. The findings show that IA-CEPA has stimulated significant growth in bilateral trade, expanded export opportunities, and strengthened the services sector and skilled labor mobility through the removal of more than 94% of Indonesia’s tariff lines and 100% of Australia’s. However, its utilization remains suboptimal because Indonesia continues to face structural obstacles such as limited logistics infrastructure, complex domestic regulations, low industrial competitiveness, gaps in business actors’ understanding, and Australia’s stringent technical and SPS standards. The study concludes that although IA-CEPA has been implemented in line with the fundamental framework of an FTA, its effectiveness is strongly influenced by institutional readiness and national industry capacity. Therefore, maximizing the agreement’s benefits requires regulatory harmonization, strengthening MSME capacity, improving trade infrastructure, and expanding export literacy.
