Abstract

This research analyses the reasons why Australia re-established cooperation with China and implemented a foreign policy of normalising relations during the government of Prime Minister Anthony Albanese (2021-2023), using William D. Coplin's Foreign Policy Decision Making theory. This normalisation decision was driven by the interaction of four determinants: International Context of China's expanding influence in the Pacific and US support for strategic dialogue, Economic and Military Conditions of Australia's economic dependence on China, especially LNG and iron ore. Despite Chinese sanctions hitting sectors such as wine and lobster, as well as military reinforcement efforts through the US-backed AUKUS, Domestic Politics influenced by pressure from business groups wanting sanctions lifted and the Labor Party winning the 2022 election with a vision of improved relations, and Decision-Making Roles by Albanese who has consistently pledged to open a constructive dialogue and realised this through meetings with Xi Jinping. Through a combination of these factors, Australia under Albanese managed to balance its security ally, America, with its economic partner, China, to maintain geopolitical stability and national economic growth.
