Abstract

Water resources are part of natural resources that are limited in terms of both quality and quantity in meeting human needs. Along with population growth, reduction of agricultural land, expansion of settlements, and reduction of water catchment areas, the quality of the environment has declined. In these circumstances, the existence of the Regional Water Company (PERUMDAM) plays a strategic role in ensuring the equitable distribution of clean water, given its urgency for households and industry. PERUMDAM Jombang Regency, as one of the Regional Owned Enterprises (BUMD) in Indonesia, strives to carry out this function. However, the services provided still face obstacles, especially for communities that are highly dependent on drinking water supply, so that their implementation is not yet fully optimal. This is evident in the large number of customer reports received by PERUMDAM Tirta Kencana. This study aims to analyze the implementation of clean water services by PERUMDAM Tirta Kencana in Jombang Regency. The study uses a qualitative approach with a descriptive method, based on George C. Edward III's policy implementation theory, which emphasizes four main variables, namely communication, resources, disposition, and bureaucratic structure. Data collection techniques were carried out through interviews, observations, and documentation. The results of the study show that clean water services have been quite successful, as evidenced by the availability of clear SOPs and the responsive attitude of employees. However, there are still obstacles in terms of clarity of information and limitations in the maintenance of the water distribution network. These findings emphasize the need for improvements in communication and optimization of infrastructure to improve the quality of clean water services for the community.
