Abstract
Sea transportation plays a vital role in supporting community mobility, particularly in archipelagic regions that rely on inter-island connectivity. One important route is Bawean–Gresik, served by the Express Bahari Fast Ferry, which is the main choice of passengers due to its shorter travel time compared to other vessels. With the growing needs and expectations of passengers, satisfaction and fare feasibility need to be evaluated to ensure services meet proper standards and user demands. This study aims to evaluate whether the applied fare corresponds with service quality and to measure passenger satisfaction. The methods used include Importance Performance Analysis (IPA) to assess satisfaction, and Ability to Pay (ATP) and Willingness to Pay (WTP) to analyze fare affordability. The results show several indicators in Quadrant I that require priority improvements, namely the availability of emergency health information and facilities, security complaint information, air circulation facilities, and public spaces for relaxation. These indicators are highly important for passengers but still perform poorly, thus requiring improvements.From the fare perspective, the average ATP was IDR 202,565 and the average WTP was IDR 190,517. This indicates that passengers are economically able to pay the existing fare of IDR 200,000, but their willingness to pay remains lower. Such a gap usually occurs when passengers’ income is sufficient, but the level of satisfaction does not match the fare charged. Therefore, improving service quality, particularly in priority indicators, is crucial to align passengers’ ability and willingness to pay.
