Abstract
Rice farming in urban areas faces various uncertainties and risks that can threaten the sustainability of farming and farmer income. This study aims to identify risk sources, and measure the magnitude of these risks and formulate risk control strategies for rice farming in Surabaya City. The population method used was census sampling, involving all 25 members of the Srisedono Farmers Grup as respondents. The research employed the Fishbone Diagram for the first objective and the House of Risk (HOR) method for the second objective. The study identified 16 risk sources categorized into four areas: production (8 sources), price and market (4 sources), and financial (4 sources). House of Risk phase 1 analysis identified 5 priority risk agents based on the highest Aggregate Risk Potential (ARP) values: pest and diseases, climate and weather, fluctuation in unhusked rice selling prices, input cost fluctuations, and land ownership. House of Risk phase 2 formulated 10 risk control strategies. These strategies are expected to enhance the resilience and sustainability of rice farming in Surabaya City.
