Abstract
This study aims to analyze the implementation of the urban farming program in Surabaya, assess the level of community participation in urban farming management, and develop a strategy for developing urban farming as a solution to food security in urban areas. The study was conducted with several farmer groups in Surabaya using qualitative descriptive methods combined with Importance Performance Analysis (IPA) and SWOT analysis. The results indicate that the urban farming program in Surabaya has been running well but still faces constraints such as limited land, technology, and policy support. Community participation is relatively high in the aspects of maintenance and product utilization, but still needs to be improved in the planning and evaluation aspects. The SWOT analysis resulted in a development strategy that emphasizes optimizing urban land use, improving community education and skills, utilizing modern agricultural technology, and strengthening support from local government policies. Thus, urban farming has great potential to support sustainable food security in Surabaya.
