Abstract

Universal Health Coverage (UHC) is a program that ensures everyone has access to quality and adequate health services without causing financial hardship to recipients. The basic concept of UHC was planned by the PBB in September 2012 and UHC is a follow-up to point 3.8 in the SDGs. The Republic of Indonesia has implemented the UHC program in the form of National Health Insurance with a contribution system based on family income. The Sampang Regency Government is the first regency to implement the UHC program. However, in its implementation, there are still budget overruns, resulting in the government deactivating 38,990 UHC participants. The purpose of this study is to examine the influence of expectations, performance, and disconfirmation on the level of community satisfaction as recipients of UHC services at the Sampang Regency Regional General Hospital using the Expectancy Disconfirmation Model from Van Ryzin (2004). This study uses a quantitative approach with an explanatory research type and a survey research strategy. The study population was the average number of inpatients at Sampang District Hospital in 2024. The Slovin formula with a 10% error rate was used to determine the sample size. A simple random sampling technique was used to obtain a sample of 100 respondents. The instrument used was a questionnaire. Path analysis was used to analyze and interpret the data. Correlation and multiple regression were used to calculate the path coefficients. The results of this study indicate that the level of expectations and performance influences disconfirmation by 0.478, and the level of expectations, performance, and disconfirmation influences the level of citizen satisfaction by 0.678. The results of this study indicate that the expectation disconfirmation model is very appropriate for the public sector because it can determine how to manage public satisfaction..
