Abstract
In rice farming activities, farmers are often faced with uncertainty and the risk of crop failure. To overcome the losses of farmers, the government helps to protect farming in the form of Rice Farming Insurance (AUTP). Kepuhayar Village in participating in the AUTP program was not based on its own awareness, but received assistance from Perpadi. Farmers are reluctant to participate in the AUTP program independently because the premium of Rp. 36,000/ha/MT is considered quite expensive by farmers. This study aims to identify and analyze the reasons why farmers participate in the AUTP program, analyze the level of farmer participation in the AUTP program based on the Arnstein ladder theory, determine the willingness of farmers to pay the AUTP premium, and determine the efforts and actions that should be taken by the government so that AUTP can run. The sampling method used is simple random sampling, with a total sample of 79 farmers participating in AUTP. For the first, second, and fourth purposes, they were analyzed descriptively and the third used the Contingent Valuation Method (CVM). The results of the study concluded that: 1) The majority of respondent farmers took part in the AUTP program because they received premium assistance from Perpadi which was 58.23%, 2) The level of farmer participation was on the ladder of improvement (therapy), 3) The overall WTP average value was Rp. 30,076, -/Ha/MT, which is smaller than the premium set by the government of RP36.000,-/Ha/MT, and 4) efforts and actions taken are to change the mindset of farmers by conducting socialization.
