Abstract

This study will discuss China's cultural diplomacy efforts towards ASEAN from 2002 to 2012, a period during which China, under the leadership of Hu Jintao, marked a shift in its diplomatic pattern from a previously passive approach to a more proactive and structured diplomatic effort. In countering the “China Threat” narrative created by Western countries, Hu Jintao implemented the Peaceful Development and Harmonious World policies, in which cultural diplomacy was used as the main medium of China's soft power strategy. This study uses John Lenczowski's theory of cultural diplomacy to identify and analyze the forms of cultural diplomacy carried out by China towards ASEAN. Using descriptive qualitative research methods, this study found that China uses several instruments in its cultural diplomacy efforts towards ASEAN, namely education, language teaching, and broadcasting. Through this study, it can be concluded that China's cultural diplomacy efforts towards ASEAN have succeeded in strengthening bilateral relations between China and ASEAN, opening up greater and more sustainable opportunities for cooperation between the two parties, and strengthening the foundation of China's influence in ASEAN countries.
