Abstract
This study examines the effect of the degree of fiscal decentralization, economic growth, and the Gini ratio on the Human Development Index (HDI) across regencies/municipalities in Bali Province for 2013–2023. A quantitative approach using panel data regression was applied, with secondary data sourced from the Central Bureau of Statistics (BPS) and related agencies. The estimation results indicate that the degree of fiscal decentralization has a positive and significant effect on HDI, while economic growth has a significant negative effect on HDI. The Gini ratio also exerts a significant negative effect on HDI. Collectively, these three independent variables significantly explain variation in HDI across Bali’s regencies/municipalities. Policy implications highlight the need to strengthen effective local fiscal capacity, reduce income inequality, and design more inclusive growth strategies so that increases in regional output translate into improvements in human development.
