Abstract

This study investigates the relationship between fiscal dependency, the effectiveness of local revenue (PAD), and the degree of fiscal decentralization on the Human Development Index (HDI) in the four regencies of Madura Island Bangkalan, Sampang, Pamekasan, and Sumenep over the period 2011–2023. Employing panel data regression analysis, the study reveals that fiscal dependency has a statistically significant and negative effect on HDI, indicating that regions with high dependency on central government transfers tend to experience lower levels of human development. Conversely, PAD effectiveness and the degree of fiscal decentralization show a positive influence on HDI, although their impacts vary across regencies. Pamekasan, with the highest PAD effectiveness and degree of decentralization, demonstrates better HDI outcomes compared to other regencies. These findings underscore the critical need for enhancing local fiscal capacity through improved revenue management and reducing structural reliance on central government transfers. The study highlights that despite the fiscal autonomy granted through decentralization, the limited contribution of PAD to total regional income constrains the regions’ ability to fund development programs effectively. Strengthening regional financial independence is thus imperative to achieve inclusive and sustainable human development in peripheral regions such as Madura.
