Abstract

The development of digital payment systems in Indonesia has grown rapidly with the implementation of the Quick Response Code Indonesian Standard (QRIS). This service facilitates fast and efficient payment transactions, but it also presents various issues, such as failed transactions, unauthorized balance deductions, and difficulties in fund refunds. This study analyzes the legal relationship between merchants, customers, and banks in QRIS transactions, as well as the forms of legal protection available for Bank BRI customers who suffer losses. Using a normative juridical method through statutory and case study approaches, the research finds that the legal relationship in QRIS transactions involves merchants as service providers, customers as users, and banks as issuers. Legal protection for customers includes preventive aspects through the Banking Law and Bank Indonesia regulations, as well as repressive aspects through complaints and dispute resolution at the Alternative Dispute Resolution Institution for the Financial Services Sector and the judicial system. However, the effectiveness of legal protection still faces challenges, particularly in the speed of complaint resolution and the transparency of fund returns.
