Abstract

This study analyzes how Tempo.co and Republika.co.id frame the news of the demonstration against the Indonesian National Army Bill (RUU TNI) in 2025. This issue is important because it relates to the role of the military in civilian life and the dynamics of democracy in Indonesia. Robert N. Entman's framing theory is used in this study, with four main elements: defining the problem, diagnosing the cause, making moral judgments, and recommending solutions. The research uses a qualitative approach with a constructivist paradigm and framing analysis methods. The results of the study show that Tempo.co frame the demonstrations as resistance to the potential return of militarism, as well as highlight the voices of civil society and academics. Meanwhile, Republika.co.id emphasizes national stability and displays the official point of view of the government and the military, with an emphasis on constitutional settlement. This difference in framing is influenced by ideological factors, editorial policies, and the level of influence in news production, as described in the theory of Hierarchy of Influences. These findings show that the media not only conveys information, but also shapes social reality. Therefore, the public needs to have a critical awareness in understanding how the media frames important issues such as the TNI Bill.
