Abstract

Road construction projects are among the sectors with a high level of occupational accident risk due to complex work environments, heavy equipment usage, and long project durations. From January to November 2024, Indonesia recorded a total of 399,871 work-related accidents, with 0.89% or 3,566 cases involving workers in the construction sector. One of the large-scale infrastructure projects currently underway is the construction of the Southern Cross Road (Jalan Lintas Selatan) Lot 2 in Blitar Regency. This study aims to analyze occupational accident risks, assess the level of risk, and identify appropriate risk control measures on the project. The study focuses on four main types of work activities: blasting, excavation and embankment, road paving, and erection of girders. The method used is the Hazard and Operability Study (HAZOP) approach, with data collected through questionnaires distributed to field experts such as Health Safety Environment (HSE) Officers, Site Operational Managers, and supervisory consultants. Risk assessment was conducted by calculating the Severity and Likelihood, which were then classified using the Risk Matrix based on the AS/NZS 4360 standard. The results indicate that each work activity has different potential hazards, including lightning strikes, falls from height, being hit by heavy equipment, struck by tools and materials, and respiratory problems. The risk assessment results show that 3 risks fall into the low-risk category, 21 into medium-risk, and 18 into high-risk. The applied control measures include engineering controls, administrative controls, and the use of Personal Protective Equipment (PPE).
