Abstract

The implementation of E-Government holds the potential support enhance the government's efficiency in delivering services to public. The growth of E-Government, particularly in Surabaya, has progressed rapidly. Department of Women's Empowerment Child Protection Population Control and Family Planning in Surabaya launched the SIAP PPAK website (Sistem Informasi Pelayanan Perlindungan Perempuan Dan Anak) to improve the accessibility and efficiency services. However, the implementation has not yet reached its optimal due to encountered challenges. This article employs a qualitative method with a descriptive analysis approach. The analysis results in this article refer to the implementation theory of Van Meter and Van Horn. The implementation of the Information System for Women and Child Protection Services in Bendul Merisi Subdistrict, has fulfilled all six variables of Van Meter and Van Horn's theory. The website, serving as public service for the Bendul Merisi Subdistrict in Surabaya, can be carried out effectively. Despite facing challenges, these issues have been addressed, allowing the empowerment and protection services for women and children to be conducted with quality.
