Abstract

This research aims to determine how the implementation of the regency road infrastructure damage complaint service policy at the public works and spatial planning service of tulungagung regency is analyzed using the implementation theory according to Van Meter & Van Horn (1975). This type of research employs qualitative methods with data collection techniques including observation, interviews, and documentation. The results of this study indicate that the implementation of complaint services at the Tulungagung Public Works Office has not been functioning well. This is evidenced by several aspects of the implementation theory according to Van Meter & Van Horn that have not been effectively executed. In terms of policy standards and objectives, the Tulungagung Public Works Office has not established policies within the department to strengthen services in accordance with the Regional Regulation of Tulungagung. Regarding resources, there is a shortage of human resources, particularly in IT personnel as website operators for complaints, and in terms of financial resources, there are constraints due to insufficient budget at the Tulungagung Public Works Office. Additionally, in the aspect of communication, especially external communication, there are challenges such as a lack of socialization and education from the department, which impacts the community's understanding. In the economic environment aspect, the Tulungagung Public Works Office is currently experiencing budget efficiency issues.
