Abstract

This study aims to analyze regional development disparities in East Java Province from 2019 to 2023 using the Klassen Typology approach. It further examines the spatial relationship between regional economic performance and human development indicators, particularly the Human Development Index (HDI) and poverty levels. The research employs a quantitative descriptive method using secondary data obtained from the Central Statistics Agency (BPS), including data on Gross Regional Domestic Product (GRDP) per capita and Economic Growth Rate (EGR) across 38 regencies and cities. The analysis reveals that the majority of regions fall into Quadrants III and IV, indicating economically underdeveloped or potentially developing areas. Regions classified in Quadrant IV tend to exhibit lower HDI scores and higher poverty rates compared to the provincial average. These findings support Gunnar Myrdal’s theory of Cumulative Causation and reinforce the relevance of development administration theory, which emphasizes the importance of equitable policy distribution. The study highlights the need for spatially targeted development strategies to reduce regional disparities and promote inclusive growth throughout East Java.
