Abstract

The Russia-Ukraine conflict has posed a threat to security in various countries, including the United States. In addition to security concerns, the conflict has also caused a humanitarian crisis in Ukraine, forcing many people to flee their country. To prevent these security threats, the United States has provided foreign aid to Ukraine in the form of military, financial, and humanitarian assistance. This study aims to analyze the motives behind U.S. foreign aid to Ukraine from 2022 to 2024. Using a qualitative approach with descriptive analysis, the study finds that U.S. assistance is not solely driven by humanitarian considerations, but also by political, security, economic, and moral interests. From a security perspective, the aid aims to maintain stability in Eastern Europe by using Ukraine as a buffer zone to prevent the conflict from spreading to NATO member states. Politically, the aid is used to counter Russian influence in Ukraine by promoting democratic values. Economically, U.S. assistance seeks to strengthen the military industry and support economic stability in the European Union. Morally and from a humanitarian standpoint, based on the Declaration of Independence, the United States bears a moral responsibility to support humanitarian efforts through USAID. The findings of this study indicate that foreign aid policy is inseparable from national interests. Keywords: Conflict, Ukraine, United States, Foreign Aid, National Interest
