Abstract
The people of Tanzania face issues related to human security concerning albinism. This is due to the societal stigma rooted in superstitions that are still prevalent in the community, often propagated by traditional healers (witch doctors). As a result, many individuals with albinism become victims of discrimination, violence, human trafficking, and a lack of well-being, preventing them from living safe and peaceful lives. In response to this situation, the Tanzanian government took action by ratifying the Convention on the Rights of Persons with Disabilities (CRPD) as an effort to address discrimination against persons with albinism. This study aims to analyze the government's efforts to fulfill its obligations under this international convention concerning the protection of people with albinism in Tanzania from 2009 to 2024. The policies adopted emphasize the legal protection that must be provided by the government to persons with albinism. The findings of the study identify that despite the government's ratification of the CRPD, attacks against persons with albinism in Tanzania have fluctuated, with periods of decline and increase throughout 2009–2024. This research applies compliance theory to explain the Tanzanian government's level of adherence to the CRPD, using three indicators: outputs, outcomes, and impacts. The author employs Ronald B. Mitchell’s theory of compliance to assess the Tanzanian government's commitment. Through this theoretical framework, the study aims to explain the degree of Tanzania’s compliance with the CRPD in addressing discrimination against albinism between 2010 and 2024.
