Abstract

Global climate change is a major challenge faced by humanity, one of which is caused by deforestation and forest degradation. As a country with vast tropical forest areas, Indonesia holds a strategic role in efforts to mitigate climate change. This study aims to analyze Indonesia's compliance with the Paris Agreement through the implementation of the REDD+ mechanism under the Green Climate Fund (GCF) FP130 project during the 2016–2024 period. Using Ronald B. Mitchell’s theory of compliance, which includes the indicators of outputs, outcomes, and impacts, this research shows that Indonesia has fulfilled all three indicators. This is evidenced by the enactment of national policies and regulations supporting REDD+ (outputs), institutional strengthening and the development of REDD+ reporting systems (outcomes), and tangible impacts such as emission reductions and improvements in sustainable forest governance (impacts). Through this approach, it can be concluded that Indonesia falls into the category of treaty-induced compliance, meaning a country that consciously and actively fulfills its international commitments. This study also emphasizes the importance of institutional support, regulatory frameworks, and community engagement in preserving forests and achieving global climate targets.
