Abstract

Issues related to waste management in Indonesia are becoming increasingly urgent, given the accumulation of waste reaching 38,743,185.18 tons per year across 365 regencies/cities. Desa Latsari, with a population of 3,373 people, is one of the villages in Jombang Regency facing serious challenges in waste management. The village lacks both a Final Disposal Site (TPA) and a Temporary Disposal Site (TPS). Consequently, the people of Desa Latsari tend to burn their waste or discard it along riverbanks, actions that may harm both the environment and public health. This study aims to examine Good Environmental Governance in waste management in Desa Latsari. The research employs a descriptive qualitative method with an interactive data analysis approach, utilizing informants as key sources of information. The collected data is analyzed through several stages, including Data Condensation, Data Display, and Conclusion Drawing. This study applies Narayan Belbase's theory, which consists of seven main aspects: legal framework, participation and representation, access to information, transparency and accountability, decentralization, institutions and organizations, and access to justice. The findings reveal that the application of Good Environmental Governance in waste management has been ineffective due to insufficient institutional accountability and limited community involvement in enhancing the waste management system in Desa Latsari.
