Abstract
Education is a fundamental aspect of human resource development in Indonesia. The equivalency education program is designed to provide opportunities for individuals who are unable to attend formal education to obtain equivalent diplomas and improve human resource quality. Malang Regency, with its large and heterogeneous population, exhibits significant variations in the number of equivalency education students across different districts. This study aims to evaluate changes in the number of equivalency education students between 2022 and 2023 in Malang Regency using the Mann-Whitney U test and the Sign Test. The research method employed non-parametric statistical analysis, namely the Mann-Whitney U test and the Sign Test, to identify significant differences in the number of equivalency education students across different districts between 2022 and 2023. The data used for this study were obtained from the official website of the Department of Communication and Informatics of Malang Regency. These methods were chosen for their ability to handle non-normally distributed data, which is often encountered in real-world data analysis. The results of the study indicate that there is no significant difference in the number of equivalency education students between 2022 and 2023, with an Asymp. Sig value of 0.934 for the Mann-Whitney U test and a Z value of -1.643 with an Asymp. Sig value of 0.100 for the Sign Test. Despite variations between districts, the average change in the number of students from 342.8182 in 2022 to 347.6667 in 2023 is not statistically significant to be considered a real difference. The implementation of the Mann-Whitney U test and the Sign Test can provide more accurate and reliable insights in evaluating the equivalency education program. Therefore, the analysis results can serve as a strong foundation for policymakers to formulate more effective strategies to enhance access to and quality of equivalency education in Malang Regency and reduce educational disparities at the district level. This study suggests a deeper approach to understand the factors influencing the distribution and changes in the number of equivalency education students in Malang Regency. Such an approach could involve more comprehensive qualitative and quantitative analyses and consider socio-economic and geographical aspects that might contribute to these variations.
